Finds that the act of consuming tobacco products by means of vaporization devices, or vaping, when carried out in public spaces, is intrusive and a potential danger to public health, especially in times of aerosol-borne infectious diseases. Defines "alternative nicotine product", "electronic cigarette", and "tobacco product". Provides that no person shall smoke tobacco products, electronic cigarettes, or alternative nicotine products in a public place, a place of employment, or a governmental vehicle.

Provides that distributors are allowed a discount in the amount of 2% of the distributor's tax liability, but not to exceed $2,000 per return. Provides that certain remote retail sellers are liable for the payment of the tax under the Act. Sets forth the tax rate for remote retail sellers. Provides that remote retail sellers must obtain a license from the Department of Revenue. Effective immediately.
